It's more that it had the seeds to be (by being the first one with a "cinematic" story to begin with) but they did nothing with it.
The biggest problem is that scenes are bland and can't build on each other because they're made to be playable in whatever order, meaning that no matter what you're looking at there's never any sense of narrative progression.
