If you think about it, it makes sense when given that the reason the OD split apart was because the twin heroes disagreed with each other on how to rule Unova. Two of the dragon heads picked a different side and split apart, leaving the third head behind.

Resh and Zek weren't physical aspects of Kyurem, they're more akin to its id and superego made manifest by sucking the energy out of it. The Original Dragon would just be "Kyurem but less undead."

Perfect kyurem would ideally be a representation of unity, thus having a single head would be the only way to do it. I do think the design is pretty ok, bit it doesn't really look like a pokemon and is missing the active engine elements of the split dragons.
