Lucario is the most "mascot" design in Pokemon. Everything about him feels like he was created to be as "cool" as possible without considering the monster aspect. It's like a commitee designed him

ALL pokémon are created "by committee" anon. There's a panel of staffers including Tajiri who run the eye over EVERY submitted design, offer adjustments or edit suggestions and ultimately pick what becomes a pokémon to enter the series going forward.

Ok, but Lucario feels more blatantly "we want the shonen anime" audience and not "let's make a fantasy monster that feels natural in the world"
Even Gen 1 humanoids don't feel like they were designed as Naruto or Goku wannabees, they felt freaky or weird. And the animal and object mons have a simplistic feel to them. Ironically Zoroark feels more creature-like than Lucario but it failed because they didn't aggressively push it to the same extent as Lucario.
