As long as Ohmori stays the director of the primary team I doubt it. Ever since he took the reigns at SuMo every evil team has been some ragtag goofballs, the real evil person comes out of nowhere at the end, there's some family drama tied into it, and the legendary isn't some terrifying beast to tame, just some powerful little puppy you're lucky enough to be close with. It was done good in SuMo and then he just kept doing it.

what would even be missing from the games at this point if they removed the "evil teams?" Sure they're sort of prevalent in SV and I guess SuMo, but for SwSh you can basically delete Team Yell and the story is the same, which I prefer desu, the formula is boring.

It's cool for the team to just be a bunch of punks, but Skull did it first and best. Yell is pointless and Star is boring. The latter is especially disappointing because the idea of fighting a gang of school bullies is great. But they're not just "dindu nuffin" the team , they don't do anything. You beat them up in their hideouts and then they give you their backstories. The character writing is alright, it's just none of this is engaging.

I think even the writers know the "Teams" are played out at this point, but don't want to break the tradition for merchandise reasons. That's why they've been minor annoyances in the last few games rather than a big threat.

Because they're usually marketed together for Pokemon Center store events, so they have to at least have an evil-looking appearance to fit in. It's why Team Yell had to do the bare minimum amount of mischief, even though they're otherwise harmless.

Speaking of which, have they done any "Evil team leaders" promotions since gen 9 started? Does Penny actually get included in them?

Never because the games are written and designed for children. No not middle school children. Kids in the single digits. The kind of kids who cry when a digital character is mean to them in a video game. This isn't exclusive to Pokemon. Animal Crossing suffered a lot of nerfing to Mr. Resetti and the Grumpy personality villagers because they were making kids cry.
