It barely worked with Ash because he was a long established character, but introducing new protagonists in such a frame just doesn't work for the Pokemon formula.
If she was traveling on her own, I think it'd have made her a little more interesting and given her more space for character development. This way, she's mostly just dragged around by other characters. Same goes for Roy, he just gets it slightly better because the Japanese are very bad at writing female characters that aren't flavorless eye-candy.
