The downside to paying a voice actor is TPC would rather not, and it'd be enough lines (even in parts to be pieced together ingame) that I wouldn't blame anyone for turning down the project despite job security and good pay. 1025 pokemon + like 900 moves + situational things like weather, status effects, using a gimmick, fainting, etc all in about the same tone with a cadence that makes them sound somewhat normal when stitched together is a lot. And it's not the most exciting project, even without the inevitable retakes.
Going the ai route, it's gonna sound even less natural/consistent without also hiring someone to go in and tweak everything from tone to pronunciation. The models that can do this much audio generation that well aren't free to use, and any that are would take one look at a giant corporation with lots of money using their product for free to make something they'll be selling a million copies of and change that real quick. Plus the ethical/legal concerns.
