It was below PU, but got replaced by ZU later, I think, different name for the same thing, the concept which was introduced during gen 6, although I feel like I remember that when gen 6 was the current gen NU was still the lowest official tier, and even PU was still unofficial. I thought that PU did not become the lowest official tier until SM. Remember that in gen 4, RU did not exist, and in BW, PU did not exist. But I imagine if they created a new "FU" it'd probably be below ZU. I have also heard the term "7U" used to describe the (hypothetical) tier below ZU and I think that if they made a new tier this is the most likely name we'd see. OU, UU, RU, NU, PU, ZU, 7U.
