Why did Giovanni quit being the leader of Team Rocket after Red beat him?

So technically speaking, Giovanni quits Team Rocket and also quits being a gym leader for Viridian City right? That would mean that all of the trainers you meet in victory Road and Blue who all have eight gym badges to be where they are beat Giovanni at some point and before Red beat him to.

So how come Giovanni never quit when Blue or any other trainer beat him? What made him losing to Red so special that he had to just up and quits?

After losing to Red, Giovanni is too ashamed to face his subordinates. He thinks himself unworthy after betraying their trust as someone who could lead them through victory.

My guess he placed a steward in his stead to battle trainers at the Gym, while he was Rocket Boss running Team Rocket. After Red thwarted his plans at the Silph Co. he had to regroup and bide his time for a new opportunity, hence his return to Viridian.

It is weird he would allow an opportunity to be beaten at his Gym if it meant he would disband Team Rocket after the fact. Perhaps he thought himself unbeatable, his arrogance was his downfall.

After losing to Red he says he'll devote his time to training/studying Pokémon. But in HGSS, he says to Silver that through his failure he hopes his subordinates become stronger, and that he would return as the leader of Team Rocket. He realizes the time of his return is at hand when Admin Archer takes control of the Goldenrod Radio tower to contact him, begging for Giovanni's return. Giovanni knows now that there are capable admins that he didn't have three years prior, people that took charge, subordinates who became stronger. Then he got beat again by a child and abandoned all hope of reviving Team Rocket, calling such aspirations an “illusion”.

Man suffered a mental break and took time off to go on a training montage to rediscover his edge, only to be bumrushed by a different 10 year old, proving once and for all the days of his generation are finally over and rando kids are now trouncing him cold.

that's the point of the game. Blue beat him, yes, but ONLY to get the badge and be considered stronger. When Red beat him, Giovanni actually saw a bond between him and his team, reminding him of his youth, and regretted his actions. That's why you manage to beat Blue and when he says he doesn't understand how, Prof. Oak shows up and says exactly that: you didn't see your pokemon as friends, you just used them as powerful tools. Then the game ends.
