You can't go and download other games while playing Gen 8 or 9 games. Most of the shit that keeps Gen 9 relevant are the raid-battles which demand internet to get loaded in. Return of event items triggering an event for a DLC which are requires internet. One of the features in the DLC demands you to play online if you want all the Snacksworth items.
And that is not touching the spin-offs like Unite

You can do raid battles offline, i'm also fairly certain no matter the game you're playing you can't download a game and play it at the same time.
