I don't think Giselle counts. She was clearly some kind of sex goddess, so it's basically like mind control. It's like saying you can get insight into a pokemon's sexual proclivities because attract worked on them.

In the japanese original he was saying if only she was 8 years older. She uses the if only she was several years older line for some girls in the japanese version including Gary's girls despite them being obviously older.

When Jessie was disguising herself as nurse joy (I think it was in a Kanto league episode), Brock didn’t fall in love with her because he felt something was off and her voice sounded horrible. Then in Journeys he listens to the TR radio show and loves the sound of Jessie’s voice. Also he fell in love with Ash when he cross dressed in Advanced.

There was an Advanced episode where Brock didn't fell in love with a girl some kind of scientist and thought it was weird that he didn't fell in love with her.
It turned out that she was actually a male Team Magma agent in disguise who is known for his disguises.
When the real scientist appeared he immediately fell in love with her.
