That due to being grass type not quadruped. Grass was seen as the loser type of the starters in the very early days of the franchise.
And anyway pretty sure Venusuar and blastiose are about tied now

Meow is propped up by furries and there are many Pokémon are less popular than their earlier stage, no reason to assume being quadruped is the reason in Skeledirge’s case

I’ve never seen Mudkip’s line as the least popular until after the OR/AS Mega Sceptile shilling of 2014. It was incredibly well-received back in its inception

Sceptile actually used to be unpopular when gen 3 was new and was easily overshadowed by Grovyle, Blaziken, and even Swampert. It only really gained popularity in 2015 back when the Smash Ballot was a thing, all because there was no fully evolved grass starter in Smash and it was the most relevant at the time due to ORAS.

This holds little weight when Decidueye and Empoleon are less popular than their first stages despite keeping the same number of legs.

Being an appealing design is what matters the most. Non-quadrupedal =/= Guaranteed popularity

People realized in Gen 7 that the only Typhlosion could sorta qualify as a quadrupedal fire starter but is rarely depicted that way. They also pretended they'd been talking about this for years but I'd somehow literally never seen this problem discussed anywhere until Gen 7.

And it's not because Meganium is a quadrupedal Pokemon like OP claims the reason to be. Meganium has a bad movepool, is a support Pokemon (as a starter Pokemon), and its hidden ability can go fuck itself.

Sylveon for example is quadrupedal and is hugely popular, even though it has the Eeveelution movepool. OP just wants to bait.

samurott uses swords therefore it being quadruped is absolutely retarded and is objectively a hindrance to the design

skeledirge being quadruped makes the design worse because you can’t even see its opera outfit patterned belly 90% of the time and it needs to stand up to sing anyway which is the whole fucking point of the design

both have literally no reason to not be biped except for the designers forgetting they’re designing fictional monsters and not animals in wacky colors.
