Why did the games drop the ball with Unown? It seems clear that in the lore they’re similar to Zygarde Cores/Cells or Wishwashi in that they’re extremely weak on their own but when a large number get together they can form something much greater. In the 3rd movie they certainly had the power of a legendary, possibly even more. But in the games there’s no mechanic to bring a bunch together to form a larger being. They just exist on their own and are completely useless.
