Maybe "high risk high reward" could describe the design of something like archeops, but this isn't your average rock type.
Power gem has perfect accuracy and 80 base power. But poor distribution, so even if the phys spec split hadn't happened, maybe no one would use it anyway, since just not enough things get.
And most rock types are designed with a physically defensive stat spread. That doesn't scream "high risk, high reward" to me.

"high risk high reward" is not an inherent feature of any type, it's a feature of moves, and perhaps certain abilities, like hustle. But I think surf vs hydro pump better encapsulates the concept.

Personally I do not even care whether GF makes accurate physical rock moves or not. Well, they already have, actually (they buffed rock tomb's accuracy from 80% to 95% in gen 6), they've also made strong accurate physical rock moves, but kept them exclusive (diamond storm in the past, now cudgel and mighty cleave). There could be others I'm not thinking of.
OP may not have even been trying to buff rock type pokemon per se, he may have been thinking of stone edge as a coverage move for non-rock type pokemon. Regardless you're fucking insufferable, you don't deserve this reply from me.
