Then explain why cool final evolutions and cute first forms are more popular than cute and cool middle evolutions more often than not?
For me personally I agree with your post but I’m not sure it super matters that a Pokémon is both cool and cute for the average fan. I think there are more important factors.

Trying to make a definitive rule for what makes a "good Pokemon" is always going to fail because not only is there going to be someone out there who'll like the mons that fall outside the rule's criteria, there will be Pokemon that also don't fit that are still considered "cool". You can be attracted to certain types of Pokemon that share the same overall design elements, but there will always be exceptions to whatever rules you impose. There's a lot more to liking a Pokemon than just the superficial elements of their design.
