This happened to me when I played through crystal for the first time and wasted all my money to improve friendship with eevee so that it'd evolve into Umbreon.

The haircut thing is tricky, you must reset until you get the best outcome because otherwise you get very little to none friendship points depending how much your poke already has. I forgot what does the npc has to say to know you got the highest amount but you can check some wiki about it.

Also, try with vitamins and leveling up your mon in the same route you found it
