Red and Blue are both the most sold and oldest Pokemon games, meaning there is just more opportunities to catch the mons available in those games. Especially the early mons. This alone would make it likely that Rattata, Pidgey, the Nidorans, Weedle, Caterpie, or Spearow is number one.
However, Pidgey in particular is more likely over the others for a few reasons.
The biggest one would be the peak of Pokemon Go. Players had Pidgey spawning as like 20% of the wild spawns. There’s really only a case for Pidgey, Weedle, or Ratatta at that point.
XY, however, forces a Pidgey encounter as the first thing you see, meaning another generation has Pidgey in a likely caught state
Finally, event if we discredit Pokemon Go catches, with two Kanto remakes in Let’s Go and Firered/Leafgreen, it’s hard to imagine any other Pokemon getting caught more.
