You are right. It's unlike Johto. I actually have the option to catch a variety of Kanto pokemon that are trickled in on top of a variety of top notch Johto pokemon early. Hoenn has you going through 5 routes of the same copy pasted Hoenn trash pokemon before you get anything usable.

All equally as good as eachother. People usually have a type preference with the starters, but every time i start a hoenn game, theres an equal chance of me picking any of them. Top tier designs, bright and colorful, very good and interesting evo lines where even the middle evos have their own personality, and all 3 being given a unique (for the time) move helped a lot too. Universally loved trio, the best starters of any generation. There just isnt a bad choice

None of the route 1 shitmon are ever intended to actually be good. Lillipup is a freak anomaly. Zigzagoon and Linoone fill their intended role and they fill it far better than their counterparts. You’d actually use Linoone with belly drum and slash in a normal playthrough without feeling like a retard whereas nobody would ever use his counterparts if they had other options.
