It's not really surprising they reused him in combination with the new gimmick instead of making a new design that did the same thing. Like, Dragapult is a dragon too but not the conventional European style one. Rather, the point of Dragapult and Haxorus being on his team is more so for the medieval weaponry (catapults/crossbows, axes), and why Aegislash is there as well (sword, shield). His team is really thematic all things considered. As for Typhlosion, I'd say Hisuian could go to Morty/ancestor/relative if/when they ever do another Johto revisit.
