They could have just as easily said "Haha, even we don't know for sure!" and threw them all into the Rare Habitat category. Hell, you could even say that might've been the plan from the start, since the icon seemingly references the "pick a starter" choice with one ball highlighted while the others are shadowed.
But instead, the only Pokemon in the Rare category are Pokemon considered to be utter myths that have never been observed in the wild thoroughly enough or have strong enough historical backing to understand properly, thus details about their habitats aren't known.
