if you mean that pic in particular then not much specifically, you can argue either way but it's not as overtly girly/cutesy as a lot other pics so it's less immediately girl looking, plus the "hair" style is not particularly feminine and it looks all tall and lanky which is usually a more male thing (girl absols tend to get thicker thighs), the face is pretty ambiguous but it's easy to say that's just how all absols look like and/or that the artist draws bishonen
if you mean absol in general, it's hard to tell when it has no gender differences at all so unless the cock's out there flopping about or the absol looks nothing like an actual absol (ie an anthro or any other completely different facial and body structure that makes it clearly one gender or the other) then it's pretty much impossible to tell unless stated (or the artist is very good at being subtle with it)

There’s no amount of usable bulk you can give it without going way overboard since it’s already a glass cannon. The solution is to bump up its base speed to at least base 100, 90 might be okay. In the one metagame where it was actually good, DP, it made up for being slow by having at the time the best STAB priority in the game as long as you were smart. Nowadays Absol can’t really do anything before being deleted, but its attack stat and movepool are still excellent so some extra speed would give it a lot more utility.
