There's definitely character that could use some more, like Nemona, but it's the first game in the mainline series where the characters didn't feel like soulless husks that were made to progress whatever plot the game pretends to have or to suck your dick, see XY. Also, SVs big strength in terms of writing is that characters interact with each other rather than just existing in a vacuum where they basically exclusively interact with (You). That gives the characters and the region a lot more depth. The fact that Arven, Nemona and Penny don't get along well at first (and even clash sometimes later on) is way more charming than all the "we are all so friendly and get along sooo well despite not knowing each other at all yippeee :)" bullshit the series usually pulls.
