I think it is quite literally impossible to salvage Ghetsis because he's such an irredeemable piece of shit which is fine because he is easily one of the best villains we've ever got. Up there with Giovanni and Cyrus.

Prior to USUM bastardizing him by canonizing it so that he'd turn into a multiverse-prowling tyrant if Red or Gold never stopped him, he was literally just a yakuza/mafia boss, and in a franchise where the villains got increasingly insane and then increasingly pussified, it's only created more and more appreciation for such a down-to-earth antagonist, even if a basic one.

Giovanni WAS redeemable in RBY. The man retired and wanted to dedicate his life to pokemon to atone for his crimes. Blame FRLG and HGSS for retconning him to having learned nothing from his encounters with Red.

His fate is left completely ambiguous in RGBYGSC, whether he was truly genuine in what he told Red, truly going on a lone pilgrimage to atone, or he was saving face while he retreated into secrecy to train, seeking to better himself in order to be a worthy leader to his loyal gang.
