Niji is horribly understaffed and even Cover is understaffed as well.
Every org, regardless of size, needs some degree of overhiring. Having more people available grants you surge capacity when extra labor is needed. This is blatantly obvious for companies that do periodic big events like like Cover and Niji. Temp employees are horribly inefficient and it's much better to be slightly overstaffed year-round.
