For comparison, adjustment happens on a regular basis, is listed on the website when it happens, and has already been acknowledged to be a terrible mechanic that only exists in its current form as a necessity of the system. There's already development being done for new mechanics meant to offset the narrow time window of adjustments, meaning the devs are more than aware that forcing players to operate in a specific small time frame is, frankly, stupid. Implementing a one-time mechanic of this nature with no warning would be ignoring a major problem you already know exists, but on a significantly worse magnitude. To summarize: Adjustments are a necessary evil of the system that is already being given workarounds because the devs know it's a poor mechanic, while narrow time-locking on badges is a similar failing of design, but done on purpose.

Make it a temporary stock on the page with a longer-than-normal cooldown (that way richfags can still get more but have to get back in line), with a fixed buy-in, and a maximum distributable quantity. To help with anons in varying time zones, make it time-released. Say, at adjustment, 300 will be available, then every 3 hours 300 more become available. There, forced scarcity, but the playerbase is aware of what it is they're getting, how to get it, and has access to it without any RNG involved. You wouldn't even need to tell players it's coming (so you can keep the element of surprise); just put the icon above Holo and if they don't notice it that's their problem.
