It takes less mental gymnastics to rationalize her periodically expressing annoyance or indifference as her disliking it than to read it as positive reinforcement. But she sees that a lot (a lot) of people seem to have fun with it, and some of those people give her lots of money, so she occasionally feels obligated to throw them a bone now and then, because in the end, it's just harmless, albeit incredibly stupid, "fun." And she doesn't want to trample anyone's fun. Kiara snapping back does lend a little hope to the situation (especially in conjunction with the fact that her and Mori had that talk recently, if you really want to read too much into it), but I'm not holding my breath.
