I mean, Council is the strongest thematic generation Cover ever done, and without Space it's clearly missing a crucial member. But, on the other hand, Cover has never introduced restaffed a generation either. So I think it's unlikely too, but the prospect of restaffing a gen sounds interesting in itself.
