Back in the beginning Chary was public, and then you just had to ask and they'd give you a permanent key, and then they closed the doors and started selling the perm keys for money I think. And I've known Scylla to be this meme proxy that only gave out temporary keys in exchange for completing random challenges, which never seemed worth it to me when Chary was right there.
Is there any info on how many chances to get perm Scylla keys I missed?
