Usually "success" is defined by achieving the stated goal but what NijiEN set out to do and what they achieved were two completely different things.
NijiEN initial strategy

They never had any chance to achieve anything because, to properly implement a winning strategy, the following step was MANDATORY

But they didn't. they had to include the LOE girls and that made it impossible to go ahead, and caused it to be cancelled.
Long story short: there is more than getting some temporary success to call something successful and NijiEN had an original sin: it was born as "HoloEN, but with talent freedom".
That was the branch undoing and ultimate reason to not having it succeed
