If you've never read it, there is a Japanese book called 'Battle Royale' , which has been translated to English, and had both a movie and Manga series adaptation, which is the basis of this event. The whole opening bit with Lamy was pretty much a scene straight out of the book.
More to the point, in the book the students are given a bag with food/water, a map, and a random weapon that they have to make do with. This is what Polka was aiming for with the crates at the beginning, and it's something you can't really do in a "traditional" battle royale game, where guns are littered around the map. In theory, it forces players to adapt and play smart around their luck, but there's obviously some kinks that would need worked out.
