I believe these are all suspensions. It's possible Rosemi and Petra's could be self-imposed exile. But Millie and Enna? For them to go dead-silent on twitter is not normal.
If Elira's suspension was for the black-screen stream, why were Vox and Ike not disciplined? They show no signs of being punished whatsoever. Why instead are Enna, Millie, and possibly Rosemi/Petra being punished?
The only thing that makes sense is the bullying rrat. Those girls were the bullies all along
