Like if you freeze, the construct that is time is frozen but technically time can be frozen for a certain amount of time. Mumei at the bottom for likely being a human whose existence at least mimics that of the rest of guardians of Council (in terms of how they just appeared and possibly in terms of what conditions would be required to truly kill them)
Fauna's next up for being able to restore (and likely wither) all organic matter on Earth. She's at least a tier (or however many "tiers") above Mumei
Kornii and Sana are in another tier of power for simply being universal in terms of the scale of their concepts what they can likely do due to being they're guardians. The thing is I'd probably be willing to say Sana is either equal to or above Kronii since time can only exist within "a space" but "a space" can exist without time as witnessed with the universes creation. But if you were to presumably get rid of said universe, they time of it would disappear
But of course if time Kronii could stop Sana via time then maybe Kronii could beat her but I do think Sana would be more "durable" who knows what in terms of their specific powers, weapons and general fighting knowledge/ability. I doubt she could do much to Bae though since I feel like she might simply be able to defy any time thing Kronii could do or potentially even replicate it but those are just my doubts so I'd have to acknowledge she might be able to do something and win
