Personally, I am of the opinion that if a nation has some lore, but no active rep (as in, noone has stepped up to rep for it for multiple months) it should still be affected by the Province Proposal, and the lore would simply stay in the archives as something a future rep can lean on when making his decision for placement.
And to answer this specific case, since you are a rep for watamelon, while you can still write for bakatare, you won't rep them. And if the rule above would be used in the Proposal, bakatare would still be subject to the "deletion".
One thing I personally am heavily leaning towards in regards to the Proposal would be that generals that have been mentioned in the past, either in stories or trade deals, general lore or historic events, would still be required to be placed in general areas, for example, /ggg/(although this is an outdated example, as touristbud did make a reappearance) would be placed somewhere in their current subcontinent, or at least in the near vicinity(hirys, amewat, pekora would be prime examples for possible placement that shouldn't break too much lore, while they might require some small edits here and there). Same with matsuri, as I remember Lunaito mentioning they have a pretty strong rivalry(or was it cold war?) between them.
That's why for now, I would suggest holding off on writing lore for nations that you do not rep, and instead focusing on your own nation. This is a big(if not the biggest) meta change proposal we have had since I came here, and I don't expect it to be finalized any time soon. I would hate for arguing to erupt because you(or any writer for that matter) spent weeks writing up the lore for a nation that would then be declared repless and be subject to have it's borders removed.
