It's not like NijiEN is even a threat to them but they offer something totally different that appeals to a more engaged and more loyal demographic.
I really think it's a mistake for Hololive to block them from collabing. Their own girls would benefit a lot from learning from NijiEN's style of content like having more game variety and more spontaneous collabs and networking outside of the company to bring in fresh new content.
Imagine how much more popular Ame would be if she actually networked with other FPS vtubers and tried to collab with Twitch streamers or big JP vtubers like Selen does. Or how much more lovable Mumei would be if she used her knowledge of animation and art to write and create funny skit videos like Rosemi instead of just acting retarded like she's heavily medicated all the time.
It's not a coincidence that the two HoloEN's who dominate superchats and streaming hours are the two who push management the hardest to break down dumb rules and network with other vtubers the most. In any sort of entertainment it really pays to have your ear close to the ground and pay attention to changes in the scene so you can adapt and improve your content, otherwise you'll be left behind. Girls like Gura may be natural entertainers but if their content gets too repetitive viewers will feel like they've seen it all and move on to something new.
