Do you guys remember how OPEN Fubuki (and a lot of other Hololive members) were, about supporting her? (pic related).
Imagine the situation back then, while NBA and a bunch of western corpos were kneeling to China, Cover suspending her and Haachama was still fresh in memory, and the "Yagoo kneels to China" memes were only starting to get forgotten.
Imagine in that situation, Coco comes back to work and none of her senpai acknowledge her or talk about her or otherwise interact with her publicly.
Like sure, they probably might still talk behind the scenes and shit, but imagine if they never tweeted about it or otherwise mentioned the interactions on stream. The fans would never know, and they would think that the other Holos were turning their backs on her in favor of China.
Can you imagine the sheer nuclear level fanbase war that would have occurred if that had happened?
In fact we almost got a sequel to that situation during the Rushia debacle, and all of the girls being united behind the decision was what calmed down the smouldering flames and indicated to the fanbase that Rushia probably did some shit back stage. There's a reason this shit is PR basics 101.
During the Taiwan yab, she also seemed to be trying to tackle the whole thing alone - her American individualist mentality combined with her Japanese "don't make trouble for others" mindset would dictate that she solve her own problems by herself, and not drag unrelated people into it. In the leadup to her return she probably told everyone around her to keep away, and that she'd tank the flames herself without hurting anyone else.
HoloEN management probably listened to this and made the decision to not get their branch involved in that issue (with the excuse of possibly added US political bullshit as well) - despite the personal wishes of their talents, probably using the exact same line.

Months into the flaming campaign, she even broke down after seeing Tatsunokos defending her during one of the spam trains, turning her chat into a battlefield, and cried because
1. Others were getting hurt because of her
2. She was being showered with love.
That SHOULD have been a realization that she needed mental support from her friends when dealing with this, but it just seemed to cause her more shame at not being able to resolve things herself - leading to her quitting, and using one of the most vile excuses to stop the other Holos' attempts to get her to leave, namely -

And now she sees a reflection of herself in Pikamee, asking for herself and Pika's other friends to "not get involved" in this - the exact same mix of American individualism and Japanese "don't make trouble for others" mindset that she herself had shown...
...and all of them just "followed her wishes" and left the poor girl to bear the burden alone.
