One of the biggest reasons modern steels are stronger than older ones is because we got much better at removing defects and impurities from our billets. Even with the same nominal chemical composition, two pieces of steel can vary a lot in strength if one has a lot more defects (porosity, cracks, variations in carbon concentrations, laminations). I think perhaps /mhm/ could have fantastic alloys through having metallurgic processes that reduce the amount of defects and impurities extremely well, as opposed to using a different "recipe", which could be easily replicated by other nations.
And that's without getting into magic stuff, obviously.
