You still need the water to be piped to your bathroom to use it but I guess it can be a bit more "primitive" and almost every building would just have a couple of small private baths near the actual boiler that tenants can use aside from the occasional public bathhouses.

But that would really depend on the Republic's view on sanitation. I suppose if we have full-on compulsory education this early then having state subsidies baths and health campaigns won't be that far fetched.
