Around the time of HoloX debuts.
Sure, they've been blurring the lines bit by bit (FBK referencing Homos inside Holopro, while Miko, Botan etc. only referred to Hololive + foreign branches as Holopro) but at least until the debut of HoloX, the homos had a completely separate website + management for the longest time.
I think it was around the time Cover announced a reorganization plan (post HoloX, when Yagoo said they will try to be sustainable before expanding again) that this organization thing came up.
