1) Just dump everything into faith/world wonders to get to a religion first, grab Holy Warriors, and shit out an army of religious psychotics in the medieval period. This one's pretty simple if you know the religion system. (If moom did that with berserkers, she'd have had a powerhouse.)
2) Turtle up and build the economy, rush to navigation. Once there, you can take virtually any coastal city with 3-4 frigates and a privateer. Puppet however many you can get at without destroying your empire happiness, roll in monies. From there you can leverage that advantage into buying city-state loyalties for a diplomatic victory or just following up with a strong army to finish off the landlubbers.
I wouldn't expect Moom to know about how broken thalassocracy can actually be, though. You kind of have to have played for a while.
