Magni's spiel on "setting a precedent" and "being a seiso idol" were obviously at least partially tongue-in-cheek. The entire thing was played up on both sides, especially after the first few minutes.

Many people derive humor from the absurdity or chaotic nature of a situation. Feigning a degree of annoyance can serve to heighten/exaggerate the said-situation. Even if it wasn't wholly sincere (spoilers: nothing about Hololive or VTubers are), it makes it more fun. The key is that there's at least a degree of sincerity and deception to each and every one of these streams and the *characters* in them.
The moment any conversation drifts to explaining humor, however, is the sign that everything has gone to shit. I'm going to go and get a couple of hours of sleep, at least.
