The Black Fleet is not a national navy, beholden to a government. Moriji lacks a centralized government, at least one with any executive power. From its inception, it has been a paramilitary group which ends up getting massive amounts of resources due to need. The Black Fleet isn't a subset of Moriji's power, it is all its international-facing power, and all the resources gathered by the Black Fleet, locally and on foreign ground go towards strengthening it. Since Moriji is a major nation, and the Black Fleet makes up all of Moriji's naval military power, thus it is a corporation that rivals major nations in power.
