Context is one determinant, as is messxage (and if you don't have a message then at least some kind of impact).
As far as I can see there is only one decision that was made behind Bae's performance: To be different, which is just juvenile. Whlist I don't really consider Bae arrogant, and I'm sure she'd give some other reason, it's hard to say she wasn't doing anything other than showing off.
Some people will use it as a signal to boost their own ego by claiming some form of artistic or tasteful superiority in their recognition of it. Some will (like you probably) just fall for the aesthetic and ignore the wet feeling it left behind, because novelty is a value onto itself. Ultimatly though, this is basically the equivelent of Bae using her own intro but without any irony at all. You're expected to grow out of this stuff by like 23 at the oldest.
