Vtubing was still nice in 2019, and everyone was still living in the shadow of 2017/18 in regards to what was being noticed. The Four Heavenly Kings era and all. So while the CCP was busy dealing with the shit they deal with, like building a $100,000,000,000 water escalator to try and fail to deal with their water shortage problems or dealing with an outbreak of what was to become some major shit, people just weren't looking at the streaming scene to regulate it.
It's only AFTER the Taiwan scandal blew up that the party probably noticed this scene existed in the first place, which is why they introduced legislation to heavily snap it's back and keep their youth away from non-state influencers.
