The shady nature of EN management not wanting "gens" to apply to HoloEN, despite all of JP referring to them as Gen1 or Gen2 rather than "Myth" or "Council", was simply a prelude for them wanting Tempus to be seamlessly integrated into the Hololive EN ecosystem.
There's also Ame's Worms collab invite confirming that HoloEN and Tempus share a Discord Server, which is where she kept dropping her invites, leading to Fauna, Gura, Kiara etc. never joining her collabs. Unfortunately this is mengen-only.
Tempus are the 3rd Generation of Hololive EN, they're just labelled as Holostars to avoid controversy and outrage from both sides of the aisle.
They're managed by HoloEN management, HoloEN girls are their senpais who they have a shared server with, StarsJP is a different branch to them who they had a longer collab ban with (like a foreign branch), and StarsJP were not involved with their recruitment, training, branding, management or even just to give advise before their debut.
