Elite Lunaitos- this is more of a concept that hasn't been explored with Artic but I imagine the royal guard to be the second most powerful force in the Candy Kingdom. They'd probably operate outside of Hime's knowledge and would choose new members from the most loyal and fit luknights that they've observed.
Current Hime Vessel Family- These guys are like the Hime Vessel's mortal mother and father as well as any siblings that are born to her. They usually take up training in roles of governance to eventually fill them and might just skip it all together and just end up in a powerful position. Naturally. this family is considered acting royalty and would act in congruence with previous royal descendants in their positions of power. Their royal privilege ends once the Hime Vessel takes her Grand Nap and a new Hime Vessel is born.
Previous Hime Vessel Families- Varying amounts of power, these families are the ones that are most likely to resemble your traditional long line type royalty and pride themselves on being able to maintain certain positions using their royal power. Given that the Hime Vessel isn't a genetic thing, these families would probably marry each other for power, seeking out the newest families to reestablish their authority among the Himedom. A family that can get multiple Himedoms in one lineage would probably be at or near the top of these royal houses and could probably socially outrank a current Hime vessel family.
