As an example, let's say that the market mean is $10.00 because it's 1852 and that's actually some money. With the current system, Dividends can be anywhere within $3 of that (barring some exceptions). So that means dividend payouts can be from $7 to $13, and anything in-between. If we increase that, it goes to, say $5 from mean, or $5~$15.
It would mean higher highs, but possibly lower lows.
