You can sort by "Worldwide" and it will sort by views but that's not the default behaviour
It is safe to assume they are doing something similar in their general recommendation engine too, except they don't give the option to sort by "Worldwide".
Maybe their concept of "region" is much smaller than countrywide, and people end up getting recommendations because seven people in their city watched something.
But whatever it is, it's dumb as fuck
