There are viewers who understand enough of the other language to watch, but suck in writing it or doesnt want to shit up chat with the wrong language and be a burden to the streamer. I watch jp streams all the time and know enough to listen, but so far I've only ever wrote simple english comments in Lui's chat only because she seems to be accepting of overseas comments and has half decent english comprehension for it.
The point is, any excuse to respond to overseas pandering will be taken up on, because at that point the streamer is acknowledging you're not a burden.
