The way I see it, alter Sora most likely saw how much of a time bomb alter Suisei was going to be and put her for down when staff and/or management asked for her opinion on their newest prospective addition. Hell, maybe even have alter Sora herself be the one to personally tell alter Suisei that they won't be accepting her.
