That's purely Cover's decision. Koyori and Lui are wonderful Holos and Iroha is beyond cute. You could make a case for Chloe and La+ but at least Chloe does some super entertaining things and she has an incredible voice. You can hate Cover all you want, nobodies going to stop you, but don't hate on the talents.
