Just tallied the tie break votes, and it looks like the team will continue to be stinky for a while, as Wheelchair Extraordinaire will be taking a break.
I don't know if I ever mentioned it, but since it was asked, yes, "retired" players can come back if voted in on following leagues. Technically speaking they could come in even for Friendlies since it's not "official" games, but we're half a year away from those now.
Sign-ups will be this next Friday and the team has every requirement checked out for it so expect no troubles there. There'll be a lot of new teams and some old ones wrestling for the last slots though.

I don't think it'd be a lot of work for the aesthetics volunteers since the models already exist so it's not a big obstacle.
